Consultation Staff

A one-day Pre-applicant Consultation visit by a member of the ABHE professional staff is recommended for institutions
contemplating submitting a petition for Applicant Status in the Association. The Pre-applicant Consultation visit is
designed (1) to assist an institution in assessing its present compliance with the Association’s Conditions of Eligibility;
(2) to offer guidance as to additional Conditions of Eligibility compliance measures; and (3) to orient administration,
faculty, and trustees regarding the Association’s accreditation Standards for Accreditation and Policies and Procedures.
The consultant will review appropriate documents, interview members of the administrative team, and meet with trustees, faculty, and staff. A written report will be provided to the institution. This visit is recommended prior to review by the Commission on Accreditation for application. Your institution will be billed a consultation fee (currently $1,000) plus travel/hospitality expenses. Where possible, efforts will be made to include visits to several institutions on each itinerary, thus reducing travel expenses. Dr. J. R. (Tony) Buchanan, Ed.D
J.R. “Tony” Buchanan serves as a Senior Accreditation Consultant for ABHE. In addition to this part-time appointment, Tony operates Buchanan Consulting and Mediation, LLC. Formerly, Tony was appointed as Executive President/Provost in 2001 and Vice President of Academics in 1989. His work has also included that of the Chief Academic Officer, Director of Institutional Effectiveness and Research, Admissions, ADA Officer, and chair of four self-study committees responsible for writing documents for ABHE and SACS. Tony is a former committee member and chair of the the ABHE Committee on Profeesional Development, and he has most recently served on the ABHE Criteria Review Committee and ABHE Commission on Accreditation. |

Dr. Sherrill Babb Since 1979, Dr. Sherrill Babb has served Philadelphia Biblical University in Langhorne, PA for 29 years as president and as chancellor since 2008. A graduate of Long Island University with a B.A. in history, Dr. Babb also holds a M.Th from Dallas Theological Seminary and a D.Phil from the University of Pittsburgh. Before accepting the presidency at PBU, Dr. Babb served as dean of faculty at Moody Bible Institute from 1976-79 and dean of academic affairs at Lancaster Bible College from 1971-76. An ordained minister, Dr. Babb has also served as pastor, minister of youth, and director of Christian education at churches in Arizona and Pennsylvania. Dr. Babb frequently serves the Commission on Accreditation as a consultant on executive leadership, governance and other aspects of biblical higher education. |

Dr. David Phillips David M. Phillips serves as the dean for the College of Lifelong Learning at Trevecca Nazarene University in Nashville, TN. Previously, he served as vice president for online academic services at Nazarene Bible College in Colorado Springs, CO. He has assisted many colleges, universities, and seminaries as a consultant in online education, adult education, assessment, and accreditation. He has served ABHE as an evaluator team chair, member of the Commission on Accreditation, and chair of the Commission, and evaluator team member trainer. Phillips received his B.A. in Philosophy from Point Loma Nazarene University, M.A. in Biblical Studies and M.Div. from Azusa Pacific University, M.A.E.D. in adult and distance learning from University of Phoenix, M.S.E.D. in curricular design from Capella University, and D.Min. from Fuller Theological Seminary. |

Dr. Don Stelting Donald Stelting is Academic Dean Emeritus of Nazarene Bible College in Colorado Springs, Colorado where he served for fifteen years until his retirement in 2010. He currently serves as an adjunct teacher for that institution. Stelting was born and raised in Kansas on a dairy farm. He received his undergraduate degree from Southern Nazarene University in Oklahoma, was ABD for a Ph.D. in History at Oklahoma State University, and earned the Ph.D. in Education from The University of Kansas. He has served as Professor of History and Vice President for Student Development at MidAmerica Nazarene University and Executive Vice President and Academic Dean at Nazarene Bible College. Prior to serving in Christian Higher Education, he pastored churches in Texas and Oklahoma. Stelting has participated with the Association for Biblical Higher Education for nearly seventeen years as Evaluation Team member and as a consultant. He is married to Pam and they have two sons and seven grandchildren. |
